ILLINOIS PUBLIC UTILITIES COMMISSION ADOPTS CONFERENCE RULING ON STANDARDS OF SERVICE FOR WATER COMPANIES The State Public Utilities Commission of Illinois recently adopted Conference Ruling No. 19, “Establishing Standards of Service for Water Companies.” The ruling orders that the management of all water utilities in the State of Illinois shall conform to the rules. In the Preliminary, a “Saving Clause” says: “The adoption of these rules shall in no way preclude the Commission from altering or amending the same, in whole or in part, or from requiring any other or additional service, equipment, facility, or standard, either upon complaint, upon its own motion, or upon the application of any utility; and, furthermore, these rules shall in no way relieve any utility from any of its duties under the laws of this State.
