PROPOSED REDUCTION IN WATER RATES FOR WALTHAM. City Engineer Brewer, of Waltham, Mass., who early last year was requested to make an investigation into the water rates of Waltham with a view to reduction if possible has completed his study of the situation, with Messrs. Metcalf and Eddy, of Boston, as consulting engineers, and has submitted his report to the Board of Aldermen. Mr. Brewer states in his report that there are two basic principles, either of which might control a municipality in fixing water rates, as follows: “First—We may assume that the city (that is to say the taxpayers) goes into the business of procuring and selling water as a purely business proposition, takes all the risks, pays any deficits and divides the profits.
