LITIGATION Justice Wheeler, sitting in Buffalo, N. Y., has rendered a decision in which he says that the city council has the right to issue bonds for improvement of the water system without submitting the question to the resident taxpayers. Preparations for bringing suit to decide the title to the waters of Emigration canyon, Salt Lake City, Utah, have been made by the city attorney. Every person who claims a water right in the canyon will be made a party to the action. The Public Service Commission of Pennsylvania has rendered a decision that a water company cannot deprive a man from service because the contractor who built the house had neglected to pay the company for the use of the water in the erection of the building.
