FIRE AND WATER ENGINEERING. The City Solicitor of Reading, Pa., recently sent to the City Council an interesting opinion relative to the power of the Council to agree officially with a fire company to allow it to purchase fire apparatus and later on to refund the money thus spent by the fire company. The City Solicitor, Mr. Dickinson, in his opinion, expressed the view that the Council could not at that time pass an ordinance or make any agreement that would be binding upon the city to reimburse a fire company for a piece of apparatus purchased or about to be purchased for the reason that every contract involving the payment of ntonev must be founded upon an appropriation, and that there being no money in the treasury at that time which could be appropriated for the purpose no agreement or ordinance would be Valid.
