FIRE AND WATER ENGINEERING Commissioner of Public Safety Joseph A. Hamlin, of Utica, N. Y., in his annual report, recommends that the horse-drawn apparatus be entirely done away with in the fire department of that city and motor-drawn apparatus be substituted. Commissioner Hamlin points out the benefit of motor apparatus to the city as an economic proposition and at the same time greatly increasing the efficiency of the department.
