PERSONALS District Chief Coulter, of the Boston, Mass., fire department, is on sick leave. Mark Allen has been appointed chief of the fire department of Billerica, Mass., by the selectmen. Chief F. E. Cox of Deerwood, Minn., has resigned after two years service. No successor has keen elected. S. E. Hartman, of Warren, Ohio, has been appointed assistant state fire marshal, succeeding R. M. Haun, of Niles. John W. Cronin was recently appointed fire marshal at Southington, Conn., and Ernest L. Duffy, superintendent of the fire alarm system. James H. Kempton, a well-known member of the Providence Veteran Firemen’s Association, died on May 9 at his home in Providence, R. I. Mr. J. L. Phillips, representative of the American-La France Fire Engine Company, Inc., in Ohio and Kentucky, has established headquarters in Columbus, Ohio. Captain John B.
