Warned Against Use of Candles On December 18 the National Board of Fire Underwriters issued a warning against the suggestion made by the Washington headquarters of the American Red Cross that on Christmas eve the new members display the Red Cross service flag in the windows of their residences, with lighted candles placed behind them. W. E. Mallalieu, general manager of the National Board of Fire Underwriters, said there was no intent on the part of the board to hamper the work of the Red Cross. The use of candles in the decoration of windows was, however, described as a serious life and fire hazard. Mr. Mallalieu made a special trip to Washingtin in order to attempt to obtain the countermanding of the suggestion.
