Chief V. H. Steele of Billings Chief V. H. Steele, of Billings, Mont., whose portrait appears on this page, was appointed as the head of the fire department of that enterprising western city on January 1 of this year. Chief Steele was born in a mining camp in the Black Hills of South Dakota. He graduated from high school and then found employment in one of the many gold smelting mills of that region. In this position, by dint of study and application, he acquired a knowledge of engines, piping and pumps, and electricity. He went to Montana in 1906 as a practical electrician, and in 1908 entered the fire department to take charge of the alarm system.
