PERSONALS Joseph T. Smith is the newly elected chief fire marshal at Carlisle, Pa. W. G. Goodwin has been appointed superintendent and chief engineer of the Kansas City, Mo., water department. He succeeds Burton Lowther. George H. Ruhling, former member of the city engineering staff at Flint, Mich., has become resident engineer in charge of the construction of the new filtration plant at Highland Park, near Detroit, Mich. Mr. A. Nicdcrmeyer, for many years connected with the Worthington Pump and Machinery Corporation, most recently as works manager of the SnowHolly Works of that corporation, at Buffalo, N. Y., resigned on May 31 to devote his entire time to enterprises of his own. Andrew Kennedy, late motor mechanic for the Toronto fire department, has received the appointment of master mechanic with the Halifax Relief Commission at Halifax, N. S.
