ADRIAN TO IMPROVE ITS PLANT. The water company at Adrian, Mich., shows most positively that it intends to improve its plant, following an agitation by the people on the subject. The company states that in order to carry out its plans an increase in the water rates is necessary. The plant, according to its showing, has been run so close to the wind that there are no funds at present available for the proposed work. Money may be procured if the company can satisfy its bankers that it will be paid back by funds laised by revenue from increased rates.
