National Board of Underwriters On Conditions in Philadelphia An investigation of conditions in the Philadelphia fire department was made by Engineer P. C. Charnock, of the National Board of Fire Underwriters, September 18, 1918, to repot on present general improvements, particularly as to manning. Excerpts from his report follow: The only changes or additions in the number of companies since the bulletin of September 27, 1917, are that Ladder 18 has been installed with Engine 35 and Hose Company 8 is in service at 12th street and Old York road. Oak Lane. Tractors are now provided for the steam engines with Engine Companies 2, 5, 7, 9, 12, 16, 19, 20, 26, 29, 32, 33, 35, 37, 38, 39, 41, 43, 51, 52, 55 and 57.
