PERSONALS Howard E. Butz, of Huntington, Pa., has been appointed State Fire Marshal, of Pennsylvania, to succeed the late G. Chal Port. Battalion Chief Thomas Larkin, of the New York fire department, has been appointed to take charge of the School of Instruction connected with the department. Burton Lowther, for ten years manager of the Kansas City water plant, has been appointed chief engineer of the Denver, Colo., water works, where he has been, for three months, assistant chief engineer. Edward J. Green, the new chief of the Steubenville, O., fire department, became a fireman September 22, 1902, was appointed captain in May, 1912, and reached the rank of chief, November 1, 1918.
