PERSONALS Ernest Bruce of Charleston, W. Va., has been appointed chief city engineer. William S. Murray, consulting engineer, has removed from New Haven, Conn., to New York City. Henry Oakes, recently of the Engineers Corps, U. S A., has since his discharge from the service, received the appointment of city engineer, Muskegon Heights, Mich. Arthur A. Smalley has resigned the post of assistant city engineer of Pleasant Lake, Ind., to accept a similar position in Hamilton, Ohio. Captain Paul Hanson, Sanitary Corps, U. S. A , has returned from overseas service and resumed his position as chief sanitary engineer of the Illinois Department of Public Health. Major Robert I. Randolph, of Isham, Randolph and Company, consulting engineers, Chicago, Ill., has received his discharge from the Engineers, U. S. A., and resumed his work as a member of the firm.
