A Prompt Annual Report Chief J. W. Wilkes, of Vicksburg, Miss., gets his annual report for 1919 out on record time, a copy having been received in the first week of January. The report says in part: “The bimonthly inspections of the buildings in the business district by the Department has been continued throughout the year with a marked decrease in the number of fires from trash and rubbish; these inspections will be continued. You will notice a decrease in the number of fires from roofs and chimneys from last year’s report; this, I attribute, to the Shingle Roof Ordinance, and the inspection and condemnation of all faulty chimneys throughout the whole city. I would also call your attention to the losses for the month of March, $60,346. This loss is due to the fire at the Churchill Compress which suffered the loss on 466 bales of cotton, amounting to…
