Meter Education There is very little doubt that the people who use water —and that means all of the people—are beginning at last to realize that the adoption of the meterage system is the only fair and honest way to overcome the discrimination in favor of the individuals who waste the fluid—either through carelessness or wilfulness. It is becoming generally recognized that these wasters are a burden on the community in general, and that the careful man is the one who is paying for the extravagance of his neighbor under the flat rate system. This change of sentiment is due of course in large measure to the results that have shown through the adoption of meters, and the awakening of the people to this fact. But it also can be attributed to the judicious and “keep-atit” educational campaign that certain water works departments and companies have inaugurated. The constant publicity…
