PERSONALS Captain H. B. Kirkland, who had charge, while in the army, of water works and sewer construction, has resumed his duties as president of the Concrete Mixing and Placing Company, with offices in the First National Bank Building, Chicago. John E. Hubbell. counsellor-at-law and solicitor of patents, who was formerly of the firm of Chambers & Hubbell, Philadelphia, has opened offices in New York, at 469 Fifth Avenue. Mr. Hubbell’s practice will be devoted exclusively to patent and trade mark matters. Captain W. Johnston McKay, recently elected city manager of Newburgh, N. Y., at a salary of $5,000, immediately offered a resolution that the salary should be reduced to $3,000, and the difference distributed among lower salaried officials. William E.
