Stringent Rules to Control Water Waste The board of public service of Toronto, Ohio, recently issued the following circular to the water users of the city: “The board of public service finds it necessary to again, call the attention of water consumers who persist in the practice of allowing water to run through the pipes in their houses continuously to prevent freezing, that unless this practice is. stopped at once they will be obliged to take drastic measures to end this useless waste of the city water, even though they find it necessary to cut off the water supply entirely from that portion of the town that is deliberately wasting water in this, way, in violations of the rules of the water board.
