Procrastination and Red Tape One of the disadvantages often complained of by manufacturers in dealing with municipalities is the immense amount of red tape with which contracts and the payment for these contracts is hampered. It is strange that while the private business concern has long ago learned that the surest road to efficiency and success is by direct action and doing away with red tape, the average city government still struggles in the coils of yards and yards of this hampering material. One instance of this came to light in a letter received by FIRE AND WATER ENGINEERING, from a high official in a certain large city, in which he informed us that a body of individuals in the Government had been considering the adoption of a type of apparatus.
