Urges Establishment of Fire Prevention Bureau Fire Marshal Elliott of Philadelphia urges the establishment of a bureau of fire prevention to consist of at least 100 men. “We have worked out a system of fire-prevention inspection in this city that scarcely could be improved,” said the marshal, “but, as I have said before, the men to do the work are not available. From Toronto, Los Angeles and other cities have come requests for our system of fire prevention. We have seen our system established with adequate working forces in several cities while we continue to operate it on an inefficient basis. I am convinced that with the establishment of a bureau of fire prevention in Philadelphia, the fire losses could be decreased by at least $1 per capita within five years, or less.
