PROMOTIONS ANNOUNCED Troy, N. Y.—The long awaited appointments in the fire department have been announced by Commissioner of Public Safety McDonough. Michael Hubbard and John J. Evers were named as battalion chiefs, the former to succeed T. Harry Ranken, who was placed on the retired list some time ago, and Mr. Evers to succeed William J. Cunningham. Mr. Hubbard was originally appointed to the department as a fireman May 18, 1906, after long service as a volunteer fireman. He was made a captain in the department about three years ago and since the retirement of Battalion Chief Ranken has been temporarily filling that position. Mr. Evers, also an old volunteer, was appointed on the active list February 24, 1908, and was made a captain July 1, 1918. He has been acting battalion chief in place of Cunningham. John J. McAravey and Joseph I. Maloney were appointed to succeed Messrs. Hubbard…
