Superintendent Richards, New London, Retires Walter H. Richards, who has been superintendent of the water department of New London, Conn., for the past fifty years, or since its organization, and also superintendent of the sewer department since its establishment thirty-five years ago, was retired on September 14, by a vote of the water and sewer board at its regular monthly meeting. Mr. Richards is retired on a pension of one-half of his present salary, $3,600. Mr. Richards assisted in laying out the water system when it was established fifty years ago and as soon as it was completed he was placed in charge and has continued uninterruptedly in that position ever since. When the sewer department was established the two were combined under Mr. Richards’ superintendency. George E. Waters, the present assistant engineer of the department, has been appointed to succeed Mr. Richards, to become effective October 3.
