Putting Over a Bond Issue The news of the water works contains too often the accounts of failures of bond issues, put to the vote of the citizens, from lack of support, either through the indifference or the actual hostility of the people. That this hostility, in practically every case, is the result of lack of education in and a proper understanding of the problems on which the electorate is asked to pass and by their vote to sanction, is too evident to need comment here. It is particularly refreshing, therefore, to read of a water works bond issue that was passed through a carefully planned campaign and in spite of considerable public opposition. Such a campaign is described by Mr. McDonnell on page 9, and what was accomplished in Kansas City could easily be repeated in other cities and towns where conditions arise that promise to defeat the raising…
