Co-operation Between Public and Utilities One of the greatest essentials to the success of the water company—and practically in as great degree, to the water department—is the cultivation of a spirit of friendliness and co-operation between the public and itself. This task is not nearly as difficult as might be supposed. In fact, such a desirable condition is becoming more and more the rule in the case of the dealings of water utilities with their consumers. Publicity through which the consumer is kept informed of the company’s plans and necessities and the reasons therefore have done much to effect this result and the old spirit of distrust and antagonism to these utilities is rapidly disappearing.
