Who Shall Pay for Meter Installation? This question is one which has been discussed in these columns before and one to which it is not easy to find an answer. Of course, the logical and apparently most just method is for the consumer to hear the expense. Logical, because he will eventually have to pay for this installation in one way or another, either in water rates, taxes or through a special charge. However, while logical, it is not always feasible to make this direct charge upon the consumer, from reasons of policy. It would seem that this is a matter that is largely in the hands of the water works superintendent and that he must decide it according to the circumstances which will have to govern his action in all matters connected with his department.
