DIRECTOR BUTLER TO ARM PHILADELPHIA FIREMEN AS POLICE The Men Will Be Armed When Off Duty So As to Act As Special Police Officers — Now Have Police Powers PLANS have been formulated by General Smedley D. Butler, director of the department of public safety of Philadelphia, calling for the swearing in of every member of the bureau of fire as a deputy policeman. This move is in connection with the director’s campaign against vice and law breaking in his city and in making it he feels that the members of the fire bureau can be of additional help to him while away from the fire houses and off duty, in his crusade for the elimination of existing conditions of banditry, boot-legging, and other violations.
