Philadelphia Firemen as Policemen The experiment of arming the members of the Philadelphia fire department and giving them police powers in order to assist in curbing the banditry which has been going on in that city has proved a success, according to Fire Chief Ross B. Davis. The plan was inaugurated by Director of Public Safety and by his orders the members of the department were supplied with firearms when off duty in order to assist the police in making arrests. In describing how the plan has worked Chief Davis recently said: “While the order requiring firemen to carry arms when they are off duty is a comparatively new one, firemen at all times have been subject to the call of the police.
