May Regulate Connections Outside City Limits Dr. J. W. Bauman, member of the board of public works at Nashville, Tenn., and in charge of the water department has prepared and introduced in the city council a bill to regulate future water connections in subdivisions outside the city limits. The bill provides that the connection of outside subdivision water pipes to the city mains shall be permitted at the discretion of the board of public works and that the size of pipes used and character of work shall be designated by the water works department. The property-owner would be required to file plans showing the exact location of each main in the subdivision and pay for the services of a city inspector. The right to cut off water from any privately-owned mains outside the city would be reserved by the city, and the owner would be required to sign an agreement…
