Looking on the Water Works as an Investment The expenditure of a comparatively large sum of money by a small town in improvement of its water supply system may be viewed by the authorities and citizens in different lights. The actual expenditure is apt to loom large when the voters are confronted with it in the passage of a bond issue or in the making of an appropriation from the village funds. It may mean heavy taxation and an addition to the already heavy burdens that the individual must bear as his share of the expense of government. Confronted with these possibilities the authorities first and then the voters will perhaps hesitate to involve the village and themselves in the heavy expenditures or obligations needed for a complete and modern water supply.
