Chief Joynes Presented With Watch Chief William H. Joynes of Richmond, Va., was presented with a gold watch by Mayor Bright, acting for the members of the fire department, in honor of the chief’s forty-seventh anniversary in the department. Chief Joynes joined the department in 1880 and became chief about twenty years ago. The presentation ceremonies were performed in the fire headquarters in the presence of a number of the chief’s friends. Inscribed on the back of the watch are the initials of Chief Joynes while on the inside of the solid gold case is engraved, “Presented to Chief William H.
