CONCRETE FIRST FLOORS AS STOPS FOR BASEMENT FIRES Will Lessen Fire Loss to a Great Extent—Confine Blaze to Cellar of Residence—Three Types of Floors FIRE losses in the United States are higher than any other country in the world. The smaller proportionate fire loss of Europe, as compared with ours, can be attributed as much to structural conditions as to any outstanding difference with respect to ordinary fire causes. Europe has suffered and learned from fire experience, extending over a thousand or more years, conflagrations having wiped out whole cities. The predominating type of construction in Europe cannot be classed as the highest resistive type but offers comparatively smaller opportunity for fires of serious consequences. We Americans still have a type, in large part, which was imposed by pioneer conditions.
