Dougherty Addresses Fairfield County Chiefs Thomas F. Dougherty, Former Assistant Chief of the New York Fire Department, was the principal speaker at the regular monthly meeting of the Fairfield County Fire Chiefs Emergency Plan, which was held at the Community House of the Old Greenwich, Conn., Presbyterian Church. The meeting was presided over by President Gisborne, who is Chief of the Sound Beach (Old Greenwich) Fire Department. In open ing his remarks, Chief Dougherty emphasized the importance of the fireman knowing the layout of all structures in his district. He said this is the day of education in the Fire Service. The address, the Chief said, would be divided into three parts: First, ventilation; second. the direction of hose streams, and third, overhauling and salvage work. He told of the first idea he had of ventilation, when he had attended a smoky fire as a young fireman hack in 1912.…
