Chief Frank Owen Dies Frank A. Owen, for the past forty years Chief of the Streator, Ill., Fire Department, died suddenly on November 7 in the fire station. He was first appointed a fireman in 1901, and three years later Was promoted to the post of chief. His wife and two sons survive.
