British Civil Defense Lags According to press reports, only 312,376 persons have joined the Civil Defense Corps in England since the opening of recruitment in 1949. This compares with a volunteer enrollment of 352,395 in New York City alone. Interest in civil defense in England has been steadily declining, it is reported. In Sweden, on the other hand, civil defense participation by persons between 16 and 65 years is compulsory and the present enrollment numbers, it is said, about 1,000,000.
