OBITUARIES Former Chief C. Mangan Charles Mangan, 64, former fire chief and fire commissioner of Great Neck, L. I., died March 25 following a heart attack. Widely known in New York volunteer circles, he was a vice president of the Franklin National Bank and an unpaid consultant to the former New York State Joint Legislative Committee on Fire Laws. Previously he had been a member of the Temporary State Commission on Fire Laws. T. A. McCoy Thomas A. McCoy, 68, retired deputy chief of the New York Fire Department, died February 22 at his home in Liberty, N. Y. Chief McCoy joined the department in 1917 and retired in 1955. Named a deputy chief in 1948, he became Bronx borough commander in 1950 and in 1953 was named head of the then new division of uniformed personnel.
