Mutual Aid Links Cities and Industry Texas industrial complex enclosed by housing developments called for strong fire department ties TUCKED into the deep southeast corner of Texas is the Sabine-Neches area, which has one of the largest concentrations of petroleum refining and chemical industries in the United States. In the area are three cities—Orange, Port Arthur and Beaumont. There are numerous smaller communities, and a growing population has been surrounding the manufacturing plants with housing developments. Many parts of the area are constricted by a somewhat meager network of roads, and by the Neches and Sabine Rivers, Sabine Lake and the Gulf of Mexico.
