Obviously, the importance of the department training program has been intensified by the manpower problem. As individual company strength shrinks, it becomes vital to utilize available manpower efficiently to cope with day-to-day emergencies. The relationship between efficient operations and an effective training program needs no emphasis. The overall training program of the Cleveland Fire Department is a dual effort.
