Names in the News Departments Kenney Retires in Miami, Hickman Becomes Chief Lawrence L. Kenney, who has headed the Miami Fire Department for the last 11 years, retired on February 20. He was succeeded by his top administrative aide, Assistant Chief Don Hickman. Kenney joined the fire department on April 9, 1941. During World War II, he served as an ensign in the Coast Guard. He returned to the department in 1945 and was promoted to lieutenant in 1947. He was named captain in 1950, chief fire officer in 1957 and director of the department in 1963. Kenney, who is immediate past president of the International Association of Fire Chiefs, has been active on numerous fire service-related committees. He has appeared before various Congressional committees in behalf of better fire prevention and has presented numerous papers at conferences and symposiums.
