From the Publisher’s Desk DEPARTMENTS CD Is Still Going Strong In case you are not aware of it, Civil Defense has changed its name—at the national level only. The name has been changed from the “Office of Civil Defense” to “Defense Civil Preparedness Agency” (DCPA). Aside from changing its name, DCPA now puts more emphasis on “peacetime man-made or natural disasters” as opposed to the “nuclear attack.” CD, as it will probably still be called, has been around since shortly after World War II, when it was organized mainly to provide protection (with equipment and manpower) against nuclear attack, and its headquarters has always been in Washington. Some 50 percent of the personnel and administrative costs of the state, county and municipal civil defense units are reimbursed from Washington.
