Former Chief Ray T. Hicks Ray T. Hicks, who retired as chief of Fire District No. 10, Multnomah County, Ore., in 1973, died in September. Born in Chattanooga, Tenn., on August 18, 1911, Hicks came to the Portland area and joined the Vanport Fire Department in 1942. In July 1947, he joined Fire District No. 10 and was appointed lieutenant in 1948. In 1950 he was promoted to senior captain and training officer of the department. He was named assistant chief in 1956 and chief in 1958. During his tenure of office, the district grew from 26 square miles to 90 square miles, and the fire department from 30 professional fire fighters to 190.
