Acting Administrator Named Dr. Joseph Clark, who at one time headed the fire program in the National Bureau of Standards, was named acting fire administrator on Nov. 1. At the time, he was assistant administrator on the staff of Dr. Betsy Ancker-Johnson, an assistant secretary of commerce.
