Names in the News New San Francisco Chief Andrew C. Casper has been appointed chief of the San Francisco Fire Department, succeeding Chief Keith Calden, who recently retired. Casper had been chief of the bureau of administration for nearly four years when Mayor George Moscoue named him to head the department on March 8. Casper, who holds two meritorious awards and two letters of commendation from the fire department and a heroism award from the San Francisco Council of Lions Clubs, entered the fire department February 24,1947. He was promoted to lieutenant in 1960 and to captain five years later. He was named a battalion chief in 1970 and two years later was appointed to head the administration bureau. The new chief, who was born in 1925, attended the University of San Francisco and studied in the fire science curriculum at San Francisco City College. In 1970-71, he was an…
