Names in the News Changes in Dallas Dodd Miller was named chief of the Dallas Fire Department, succeeding Chief M. C. Hendrix who retired after 41 years of service. Miller was chosen by City Manager George Schrader from among six finalists. At 37, he is one of the youngest men ever to be named chief in Dallas. A week after his appointment, Miller selected Division Chief Jackie R. Walton to succeed retiring Assistant Chief R. G. Russell as head of the bureau of special services. This bureau includes the research and plans, personnel recruitment and maintenance divisions. Another major personnel change was the retirement of Assistant Chief E. E. Spillman. Spillman, a 30-year veteran of the department, had headed the fire control and rescue operations bureau since 1971. Deputy Chief Barry W. Gardner will succeed him.
