Fires Expected to Increase Because of Energy Crisis More fires and higher property losses because of the impact of energy-conservation measures were predicted by the fire prevention and public relations committee in a report to the New York Board of Fire Underwriters. This will be largely due to the increased use of insulation materials. Provisions for insulation in existing buildings will introduce many hazards unless proper precautions are provided. Exposed insulation can have several undesirable effects which can add combustible fire-loading to the building. If low-hazard insulation is used, increased fire hazards may not result. However, the use of exposed combustible insulation could be extremely serious. Under no circumstances should this insulation be allowed in any building. This admonition applies no matter what the supposed degree of combustibility or flame spread is attributed to the plastic, the report said.
