Names in the News departments New Detroit Chief Theodore Phillips, a Detroit, Mich., fire fighter for 35 years, was named chief of the fire department by Fire Commissioner Melvin Jefferson. The commissioner describes Phillips, 58, and holder of two department commendations, as a “dedicated and loyal” fire fighter. Phillips, acting chief for the past six months, joined the fire department on March 2,1942, and rose through the ranks to become a battalion chief on March 14, 1972, and acting chief of department on December 21, 1976. Robert B. Smith Heads NFPA Washington Office Robert B. Smith of Silver Spring, Md., president of the Joint Council of National Fire Service Organizations and immediate past president of the Fire Marshals Association of North America, was named Washington representative of the National Fire Protection Association.
