Apparatus Deliveries John M. Malecky The Fleming (NY) Fire Department designed its 4-GUYS pumper-tanker to be self-sufficient until mutual aid arrives. Assistant Chief Mark C. Aswad says that the volunteer department provides fire and emergency medical service to the primarily rural town. It specified a large pump and water tank so one vehicle with limited personnel can supply up to five attack lines, drop a portable water tank to prepare for a tanker shuttle, deploy a full ladder complement, have adequate SCBA, and light up a scene. All this can be done without climbing on the apparatus. The town has a population of 1,500 and occupies 36 square miles.
