The Department of Homeland Security (DHS) color-coded threat system and its implications for the fire service were also presented. This article explains how to develop an information/intelligence (INTEL) dissemination network and strategies for helping the fire service win the war on terror. The first step in developing an information/intelligence (or Intel) dissemination network is to identify the type of Intel you will need. Remember, Intel is distributed only on a need-to-know basis. We do not need to know everything, nor should we ever want to know specific Intel. Lives are at risk, and many factors go into developing and analyzing Intel.
