Despite the excellent record of safe transportation, bulk chlorine shipments represent a low-frequency/high-consequence response scenario that will challenge virtually all emergency response agencies. Compounding the vulnerabilities transportation emergencies present is the use of chlorine as a terrorist weapon in Iraq, Syria, and other Middle East countries. Knowing the behavior of chlorine in a large-scale release scenario is critical in applying a risk-based response (RBR) process for these scenarios, which is critical to successfully managing a hazardous materials incident. National Fire Protection Association (NFPA) 472, Standard for the Competence of Responders to HM/WMD Incidents, defines RBR as a systematic process in which responders analyze a problem involving hazmats; assess the hazards; evaluate the potential consequences; and determine appropriate response actions based on facts, science, and the incident’s circumstances.
