Position Summary:

Perform functions to lead, direct, and support operations personnel in the Fire and Emergency Services department, making decisions based on conclusions for which there is little precedent.

Essential Functions:

  • Plan, direct, and participate in incident administration of Fire, EMS, and other related emergency and non-emergency operations. Analyze, develop and implement a comprehensive, effective emergency operations program that will provide the highest level of service and protection to the community.
  • May assume command and control of major emergency activities, and may assume command of the Fire Department when directed by the Deputy Chief, or in the absence of Deputy Chief.
  • Monitor the competency of personnel and equipment to perform tasks efficiently within the accepted standards. Make recommendations to the Deputy Chief relative to the long-term needs for maintaining and improving effective operations within assigned areas.
  • Address day-to-day issues concerning labor relations within the department.
  • Develop, revise and enforce department’s Standard Operating Guidelines/Policies and Procedures. Prepare written reports, budget, proposals, evaluations and documents for the Deputy Chief of Operations. Review fire and EMS reporting for quality assurance.
  • Train and assign department team members. Provide technological oversight, direction and mentoring, develop and communicate performance metrics to assess the effectiveness of team, both as a department and individually. Evaluate performance and provide counseling, cross training and coaching to employees, and issue discipline. Maintain harmonious team/employer relations.
  • Demonstrate leadership in handling personnel, and quality customer service delivery. Act as department representative to stakeholders and public. Proactively manage department’s shift schedule. Deliver public presentations as required.

Other Duties:

  • Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements.
  • Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
  • Perform other related duties as assigned.


  • Must possess and maintain a valid Florida Driver License and insurability.
  • Working knowledge of Microsoft Office applications.
  • Maintain knowledge of specialized principles, practices and processes related to fire suppression, emergency medical, technical rescue and response techniques.
  • Possess and maintain a working knowledge of modern administration principles, practices, and terminology related to public administration and autonomous Fire District operations; principles and implementation requirements of the Incident Command System in all disciplines; fire prevention, investigation principles, fire code inspection, and enforcement processes; fire service management and leadership; principles, practices, and emerging trends of modern firefighting and emergency operations, including wildland urban-interface, fire suppression/attack, rescue systems, hazardous materials programs, EMS programs, safety programs; knowledge and application of related ordinances, laws, rules and regulations, national codes and standards; knowledge of state-wide mutual aid strategies, systems, and agreements; knowledge of effective training and communication techniques
  • Ability to interact successfully in a team oriented organization.
  • Strong analytical, interpersonal and verbal/written communications skills, with the ability to lead public speaking seminars.

Education/Experience Requirements:

  • Bachelor’s Degree in Fire Science, Public Administration, Business Administration, or a closely related field from an accredited university required.
  • State of Florida Firefighter Certification and State of Florida Paramedic Certification required.
  • Fire Service Instructor – or obtain the certification within two years as a condition of continued employment.
  • Fire Safety Inspector – or obtain the certification within two years as a condition of continued employment.
  • Fire Officer II certification required (III and IV preferred)
  • Five to Seven years of experience in Fire Operation management, or related position (Lieutenant or higher)
  • ICS 300, ICS 400 and other NIMS core curriculum

  • Must possess a valid Florida State Driver’s license and maintain eligibility under the District’s commercial vehicle program.


  • This position is a 48 hour per week position which includes a required 24 hour shift per week.


While engaging in the duties of this position the Employee will perform lifting and/or carrying of 50 lbs. occasionally with frequent lifting of objects weighing up to 20 lbs. Employee sits occasionally. Employee frequently stands and walks on a variety of surfaces. Employee performs occasional bending/stooping/crouching, pushing/pulling and climbing/balancing. Employee uses their hand(s)/arm(s) to reach in any direction and seize, grasp, hold and turn object using hand(s). Employee uses fingers, versus whole hand, to pick, pinch and feel objects. Employee sees, talk and hear as they communicate with others in person, electronically or by phone.

Employee will operate motor vehicle(s) that involve the use of hand/foot controls.

PAY: Starting wage ranges between $1,502 and $2,003 per week. Up to 34 paid days off annually, FRS Pension, great medical benefits, fitness center access, perks and more.
