The course was put together by the International City Mangement Association and covered resource management, fire fighting history, budgeting, personnel and planning, as well as managing fire suppression, arson prevention and detection, fire prevention and training.

Although primarily a correspondence course, participants met at least three hours each month, with occasional guest speakers. Task forces were formed to follow up on planning, personnel, organization and financial management within the department.
