Teates cited the following reasons for his nomination:
- the system of documentation Hyden developed to track ISO required training that helped improved the District’s ISO rating
- an in-house Supervisor Proficiency Program Hyden created based on NFPA 1002
- certifying all District Firefighters as Incident Safety Officers
- organizing the Back to School Awareness campaign which has become an annual District program
- developing a tailored NIMS training program for Manatee County
- inspiring interest in risk management for the fire service at the state level
- and coordinating several county-wide drills on NIMS, hazardous materials, and multiple patient incidents
Teates noted the success of a recent school bus accident with over 20 patients has been attributed to the training organized by Hyden.
